1995 4l60e feels like neutral in 1st when you let off at RPM

1995 4l60e feels like neutral in 1st when you let off at RPM Just finished my Torqhead conversion, found another issue.
The trans doesn't want to shift out of first at WOT until around 6.2k RPM. If I put it in first gear, get it to 4k and let off it doesn't throw you forward, and the RPMs fall to idle. While it is still rolling you have to allow the RPM to catch up to the drive line speed before it re-engages. 1-2 shift is quite firm.
Tranny shot? It will throw you forward in 2nd and 3rd, only does this in 1st. Has a new TPS.
