Default Emissions and Performance

Unfortuntely I have to deal with emissions where I live and I had a few questions concerning them with performance parts.

I was originally looking into a LE2 head/cam package but I have little faith that the LE2 cam profile would never pass the sniffer even with a very good tune. However, would it be possible to pass on a very very lean tune, strictly for emissions?

Another thing I had questions about was long tube headers. I still have to check to see if I have visual inspection and if cat placement matters. But is it possible to pass the roller test without the AIR an EGR on put still have a cat?

I have also talked to a few local mustang guys and they said that they have gotten tested with a 1:5 ratio of alcohol to gas in the tank as has worked wonders. Anyone have input on this?

So ideally I would like to run some kind of heads/cam combo also !AIR and !EGR longtubes that will make good power but still pass a roller test. What do you guys think?

I dont have to worry about passing i have it taken care of but I have heard about the 1:5 ratio of alcohol to gas working so im not sure sry no one with more knowledge has replyed
