Idle problems

I am having problems with my Camaro idling very high when not in gear. When I am coasting and take the car out of gear the rpm's rise to 2,000 instead of dropping down to 1,000 like it used to. It doesn't fall to 1,000 until the car has come to a complete stop. When the car is in gear it doesn't slow down at all, in fact it tends to gain speed slightly. So much so that in order for me to even stall the car in 1st gear I have to push the brakes with much force.
It doesn't have this problem all the time, it started out sporatic, but tends to happen more and more often. I also believe that it happens more so when I get lower on gas. Once the car reaches half a tank or less it happens almost every time I crank it up.
Can someone help me what the problem is and what it's going to take to fix it?

do you know anyone with a scan tool? a Tech II or a diablo predator or something. with the tech II you can control the IAC motor and watch the rpm change. if it doesn't change, obviously a bad IAC motor. also check for a vacuum leak or a bad MAF. do you still have a OBD II computer? is it storing any codes or misfires?
