Cutout location
The location you are describing isn't the I pipe, it's on the "over the axle" pipe. The intermediate pipe is the staight pipe that joins with the "over the axle" pipe, just before the axle. That's what threw me off.
I have mine under the passenger side rear seat like "Pipes"

That is 3in feeding into 4in to a 4in Race bullet back to the 4in to 3in reducer and my cut out.
With this setup I can still race the street class's (need one muffler
) and I pick up 10-14 FT of RWTQ/HP through the mid range and torque peak as well as 7RWHP at the peak.I also just changed to a DMH as I had way to many problems with the QTP

YOU are Clearly an expert, so I will apoligize for correcting you and printing what all the exhaust company's called them

OH BTW not all systems have two pipes.....just like the stock system they used to be one "Intermediate" Pipe

What do you mean by "all the exhausts companies call them"? Summit, SLP and any company that sells both of these exhaust pieces, sells them separately under TWO different names.
BTW, I'm no more of an expert than you, it just makes sense.
It's a pretty stupid argument anyway...who care's, it's a stupid piece of pipe.

Stupid argument
And the reason it made a differance in they call it the "Intermediate pipe" it was every thing from the cat to the muffler. Now they come in several sections.
AND until a few years ago you could Not buy them seperate from a kit. We tried for years and had to make all our own pipes. Then Dynomax started selling them and so the other manufactures started doing the same. BTW some do not work well with other kits and or mufflers My B&B pipe (One long piece I cut down to fit) barely works with my SLP Duel Duel muffler.
SO yes it is a stupid arguement and you are now correct, but this statement is not 100% true
The Best V8 Stories One Small Block at Time
Closer to the header/manifolds will yield more HP but lower torque
Further from the header/manifolds will yield less HP and more torque
For discussion sake, I dynoed my motor with no exhaust pipes meaning straight header collectors and I got the best HP but lost a massive amount of low end torque. The loss of torque would be extremely noticable on the street.
I then stuck 18" long pipes on the collectors and dropped one HP and gained most of my low end torque back.
IMHO, if one is looking for the most power, the best place is around 15"-18" behind the headers/manifolds.
When I had my Borla adjustable catback with the 3" e-cutout, that cutout only gave me 6RWHP gain when fully opened. A cutout that far back does very little for power.
Here are my cutouts:
