The term "performance suspension" refers to the suspension which normally comes on a Z28, as opposed to the suspension which comes on the base non-Z28 Camaro or on the 1LE Z28. One other enticing thing is the package is cheaper than the regular Z28 options in order to give law enforcement and local government a break. Good luck trying to order one though. First, you have to find a dealer who will do a fleet order for you. The B4C is a "special services package" that is only orderable under a fleet number. It has no "stated" restrictions in the order book, but currently Chevy will not build one for a non-police department. And that means providing documentation indicating delivery to a police station.
i didnt think they were 6 speeds either... a guy i know with one has an auto, and his didnt come with z28 badges just camaro
i want to say he had manual windows also... but havent seen it in awhile so i could be wrong

Not sure with LT1's but for the LS1 B4C's, they did offer a manual version. Again not too familiar with LT1's, so check your RPO codes, (in the door jam or glovebox maybe?). One of them will be B4C.
B4Cs could be had in either manual or auto, however almost all were auto because that's how they were ordered - probably for the reasoning that the cop has enough to do. I have personally seen and verified an M6 B4C LT1.
But you are right, they are expensive by any measure. Just the part for mine is over $400 from the dealer, plus several hundred more for the install.
For those who might not have figured it out yet, the differences between the Z28's and B4C's are almost entirely urban legend--often started and spread by the police themselves. (I even have a video to prove at least 1 example.) There was never a factory "performance chip" or special tuning. About all they had was a 3.23 rear end and low weight due to few options. There were some LS1 SS's ordered through SLP for police use, but these are not B4C's and number maybe a few dozen. Plus, some local cops had their unit's souped up. Those are pretty rare, though.
