Light Problems? firebird..

When I flip to daytime running lights my damn headlights pop up but dont come on.. how do i fix it so they stay down??

no i want my headlights to be down like all the other 99% of the birds i see on the road when running there DRL's

ive had one 95 with headlights that pop up with the DRL's and the one i have now keeps them down. so i dont know exactly what it is in the wiring that makes them do it but its weird cause you see them both ways.

it didnt used to do it now it does they are all wired the same way

is there any grinding noise when the lights go up or down? i know when my motor gear became stripped the headlights would pop up when i turned the parking lights on.
