Fuel Issues. FPR/Pump. Both?

Default Fuel Issues. FPR/Pump. Both?

I have narrowed my problem down to a fuel issue. I have measured with my fuel pressure gauge and came up with these numbers.

Vacuum line on:
Ignition on: 28 PSI.
Idle: 30-36 PSI. Cannot get an accurate reading. Gauge in rapid fluctuation.
Ignition off: 36 PSI. Sometimes it goes climb past 40.
WOT: 32 PSI.
Bleed down time 36 PSI - 0 PSI. 24 Minutes.


Vacuum line off. No fuel in vaccum line.
Igntion on: 30 PSI.
Idle: 26-40 PSI. Cannot get an accurate reading. Gauge in rapid fluctuation.
WOT: 36 PSI.

Few little notes.
When I am under hard acceleration there is a rapid fluctuation 20-40 PSI. After I have let off the throttle it drops down to 32 PSI. Not always.
Whenver I turned the vehicle off the fuel pressure sometimes climbs. I sometime hear the pump prime and sometimes it does not. The vehicle starts a lot faster when I put the throttle to the floor.

Am I looking at a FPR or a pump problem? Or a combination of both?

i would start with the FPR and see if that corrects it.. but the pump can still be weak at the same time... may still be good to do both..

My vehicle has the original FPR and pump.
