What pack from Loyd Elliots would work best on a 383 forged stroker DD?? I want at least 400 rwhp.

LE1?
LE2?
LE3?

the LE2 package for a 383 will work well for you. You might even want the LE1-383 cam for it if you want more drivability.

why build a 383 and only want 400RWHP?
350/355's can do that with ease. and still be a DD.

400whp can be done with stock Displacement

Well the all the cams aren't going to pass unless you want an emissions grind. The heads on the other hand, well they don't make a difference.
