For the most part pick the one you want based on sound and cost, those are far more distinctive features than the relatively minor performance differences, assuming your just starting off with a catback. If you're designing a large series of major mods then you might look at it a little differently.

A cutout is a cheap way to quickly dump the exhaust for a quick increase in HP by virtually eliminating all backpressure.
I had one on my truck, and after awhile it gets annoying. Don't get me wrong I love them, but I wanted a nice sounding exhaust.
Anyone who gets a cutout first will eventually get a nice exhaust to go with it, because running no back pressure all the time is not good for the rings, and who wants to run the cutout all the time.
