does this piece remove a/c and power steering? if so how horrible are these cars to drive with the fact. rack with no p/s and 15x3.5 prostars?

No, all this does is remove the factory bracket that has the power steering, a/c, etc... If you want to leave the stock rack you will have to cap off the power steering and some have said this doesn't work that well as putting in an aftermarket unit that has the proper ratio. So in other words, you can do it but it just doesn't work as well as putting in an aftermarket unit. But to answer your question no, it doesn't remove the power steering and a/c etc...this is stuff you'll have to remove/cap off yourself.
