Black zr1s might be the cheapest. Wheel and tire package is about $940 shipped.

From ebay. Thats where I got mine. Not allowed to post the link, but you can find it. Note there are different types of painted zr1s, some have a thin polished lip (like mine), while others have a large polished lip that extends in more.

 

Might be able to get the black z06's around the same price also on ebay, I got my grey z06's 17x9.5 with 275/45 sumitomos for 960 shipped.

I couldn't believe the prices for wheel/tire combo's either, I always thought wheels and tires cost thousands of dollars, honestly I don't know what the average person buys that costs them so much.
