I know of a company making little hypertech like things that will load a professional tuners tune but do not allow you to edit it atall.
Frankly though $90 for tunercat and $65 for a cable and you can accomplish MUCH more just have to get a computer near the car, throw down another $100 for a cheap used laptop and $90 for datamaster and you have a seriously powerful set of tools to play with.

I do not believe Tech 2 can MODIFY programs just load GM original programming or new programs they release for some reason so it would be nearly useless on a modified car unless you want it just for scanning.
LT1 Edit cost twice what Tunercat does, has fewer tables to modify and lesser customer support, not to mention last I checked was VIN locked so if you even wanted to have a spare PCM you need to pay for another license.
