Yeap, its got a speed limiter... I bet your car its a 1994... 1993 maybe? if these cars were not oredered with z rated tires from the factory they received a surprised piece of..... equipment, such as a speed limiter set a 108-110 mph, a 115 mph speedometer gauge... trans ams even had a low rise hatch/spoiler.

Usually when the limiter kicks in, its like you've run out of fuel, and picks back up soon as you drop below the limit. I know this cause I hit it regularly on the way to work, but i've never had any funny noises, it just dies for a couple of seconds, then comes back.
And 2000rpm sounds kinda low for the limiter to be kicking in?.

The governor is strictly speed related only. Not sure if they ever stopped doing it, but my 97 had a speed limiter when new. It went away soon after.
As mentioned, it can be removed with a tuner, even a HPP. But be sure that your tires are rated for the higher speed first.

My interpretation of the issue first reported was that the speed limiter was reached; it is right where my speed limiter was supposed to be. (I never tested it until my tires were updated, at which time the HPP solved the speed issue also.)

If you have "hit well over 110", then it sounds like you don't have a speed limiter on the vehicle. Add to that, your problems are hitting at 2000rpm and making funny noises, i'd say you have a problem other than a speed limiter.
