extending true duals

exhaust question I got a 93 camaro z28 with 3" true duals. They stop underneath the car in line with the back of the doors. To pass safety and stop all the scraping i want to extend them to the back of the car. I'm gonna get a local performance shop to cut them just before the mufflers than extend the exhaust back to behind the wheels and weld the mufflers back on.
My question is would this change how loud my cars is or only the tone? Apparently the further back the muffler is the better bottom end power you get too, is that true?
