Why does the voltage gauge fluctuate?

Define "around"... Peg the gauge + or -? Go down past 12 and back up above? Does it do it when your blinkers are on? Do you have a system in your car?
As for some possible general answers: Bad connection on your batteries, starter, alternator. Or the alternators voltage regulator is going out, or that + more.
