hvac promblems "only blows at feet"

hvac promblems "only blows at feet" has any one have there a/c blower only blow at your feet and not through the top vent, i replaced the hvac and relay no good not sure where to go from there

When I had my LT1 that happened to me, it ended up being an unplugged vacumm hose, they're located by the PCM, a/c dryer, one hooks up to the side of the intake manifold, passenger side. Hope it helps.

in my car it blows all the time through the bottom vent, even when it's off but it will blow top vent to if i put it on that, i think mine may be a vacuum leak too, makes a long loud hissing noise everytime i turn the **** to a different setting..like 6 seconds or more
