shifts at 3000 rpm

shifts at 3000 rpm a really close friend of mine has a 94 trans am and when he is at a stop and floors the car , it will shift into 2nd gear at 3000 rpm and the same to 3rd gear..
when using gears and manually shifting, it will shift at desired rpm.
what could be the cause of this ??
i heard that maybe the shift cable, or shift solenoids but not sure...what do u all recomend to check or do? thanx
