is there anyway to check timing with out it fully starting?

No way to check with out a scan tool and/or running it.

first of all get a haynes manual if you don't have one. The icm is just above the coil. You can get it tested. The coil you can test yourself but you said it's new. Is your opti harness connected properly? Also clean your idle air control. It bolts onto the bottom of your throttle body, use throttle body cleaner and a rag. Don't twist the spring around though. Check plugs that will tell you if it is rich or lean. rich means ignition problem, lean means fuel problem. Another easy thing to do is check your pcm. tap vigourusly on the top of the computer while the car is running, if the car stumbles you should get you pcm tested if the connections are all good. Also check your fuel pressure. Check if you are getting voltage out of that wire coming from the coil. Check at each spark plug to see if it is getting spark. Those are some good tests to do off the top of my head.

Is it an msd unit? Cause whoever you bought it off of could have advanced the timing on it. That would do it too. There is a screw on the left side that you can use to adjust the timing + or - 7deg.
