How much rain do you see? Just remove it all.

Not much rain but it pisses me off when I know something isn't working like it should.

Wipers move when using wipe/wash tab on the wiper arm, but won't move at on (low), on (high) and on (intermittent)? Could easily be the wiper switch. You can (and should) do continuity testing first, using a volt meter, simply by unplugging the connector behind the knee bolster, moving the switch through its operating positions.

Ever replace a wiper switch on a GM car from 73-95? It has nothing to do with the wiper arm; the arm only holds the cruise control wires (if equipped) and twists the switch through its operating positions. The wiper switch is at the base of the arm and requires removal of the steering wheel and airbag to get at. Not too bad but you need a steering wheel puller and wait 10-12 minutes after disconnecting the battery before touching the airbag. The wires to the connector are tucked along the column. You'll find the connector when you remove the knee bolster; wide and flat... for visual reference, have a look at SW883 at autozone.com.
