I did some more checking because there just had to be a way moisture was getting in there. I found the problem.
The o-ring that slides on the dipstick was torn and dry-rotted. Since I have changed it, about a month, I have had ZERO water in my oil-catcher (pcv mod) and no more residue on the oil cap or dipstick.
Over the winter my oil catcher would be FULL of water at every gas fill-up, it was very annoying.
But now it is fixed.
Unfortunately now I have a power steering leak. That's going to be a PITA to fix, I can just see it now.
