I have a Magnaflow Cat-back system on my '95 and I really like it. It is complimented with some Pacesetter LT's.

with a grand in your position I would buy:
Texas Speed and Performance Rumbler cat back ~ 250
hypertech 160 thermostat ~ 40
full tune up ~ 200 (minus opti, if you replace change to the vented style)
1.6 rr's ~ 240

this will leave money for any problems or materials costs, and after that if theres money left some new or used drag radials

sound good?

if he gets the 1.6's isnt he also going to have to get bigger springs?

There is no need for a tune up on a car with that many miles. A longtube header and Y pipe combo going into a catback of your choice will help alot. If your car is a 6 speed, you dont have 2:73 gears in the rear unless someone swapped the rear end out of a auto car. If its still the stock rear you have 3:23 if its a 93 and 3:42's if its a 94 and newer. Upgrading to a different gear ratio will make a big difference but with the size of the ring gear being so small, if you go to a 3:73 or 4:10 the ring gear gets pretty weak due to less material. One thing to remember, is you get what you pay for....I can never stress that enough. And another thing dont get roller rockers until your ready for a cam. Your going to to spend more money and time than what they are worth with stock cam IMO.
