Trouble with cammed lt1
And for what its worth, the car went through a foot puddle in July with the stock motor, but this is the same maf and filter that got soaked, car hydro locked and snapped a stock rod..
its really no different than having leaking collectors and having it affect the oxygen sensors
i would try and get some exhaust on there, reset the pcm and see where that takes you, not only that but definitely cleaning that filter and the maf couldn't hurt either
do the easy things first

keep in mind that if its running rich enough to foul plug it really doesn't take long to mess up some good oxygen sensors they dont like being covered in soot
when i had Bosch sensors in my car, (LT's stock cam) i was having the same problem with running rich and fouling out plugs, i changed plugs, wires, coil (opti was new) trying to chase that problem and never did fix it until i finally manned up and got some AcDelco sensors in there it has run perfect ever since
2)Try another PCM, got any friends with LT1 cars? Even if it's a factory tune it will tell you if the tune is wrong that you have now.

I just went to autozone and found some 3 inch id to 3 inch od 12 inch pipes, 7.99 each, would these fit and seal around my slip on collectors and be able to be sealed by a clamp? The end of my headers in kind of tapered and these are more boxy where they change from 3 inch id to od

You might already know all that but I figured I'd throw out a different opinion. I had a PCMfor less tune when I had the Hotcam kit and it was very rich. Pulled the plugs to verify it was rich.
