My '96 A4 had a recent tune-up last year using NGK plugs and MSD wires, brand new 180 thermostat. It has a K&N CAI and Magnaflow "3 catback. Without running the A/C I average 21-24 MPG, 85% of my driving is all highway. When running the A/C I can usually expect about 17-19 MPG. I took it on a trip from Cincinnati to Nashville, TN in the summer of 2006 and averaged 27 MPG.

suprised the hell outta me when i found the problem but for about a year i was fighting the same problem. my fuel mileage was erratic, between 8 and 13mpg every fill up. didn't matter whos gas i used. i changed spark plugs (NGK TR55's), that net me 3 mpg. then i seafoamed the bejeezus out of it, 3 or four times out of 2 cans. it had been about 2 years since i did it last. got me another 3mpg. after that i regularly averaged 18-20 mpg. try it.

Last Summer before headers I was getting 16-18mpg on average.
This spring with headers I've been though one tank so far (foot down somtimes ) and got over 20mpg (10.X gallons of gas and got 21X miles out of it).
My friends 95 Camaro has 1.6 Rockers, Catback, !Cat, CAI, Ported MAF, Elect WP, and 3.42s with an A4 and he's been getting like 18-22 on average.
*Get a tune up, change your oil, check your air filter, get the lead out of your foot, and check for leaks. That should get ya back up there. Remember, every 4mph over 55 you lose like 4% of your econ!

I managed to go 280 miles on 8 gallons coming back from school. Cruise control was set at 75 the whole way, that comes out to 35 mpg, usually i get about 230 per tank.
