Default A/C takes forever to get cold

Is my compressor going out? It may take 5-10 minutes for it too actually get really cool air out of the vents. If I'm city driving it gets almost warm at stop lights, but if I'm driving down the highway it'll freeze me out. What gives?

Have the refrigerant checked.

I've tried adding refrigerant. It wouldn't take any.

You can over charge a system resulting in less cool air.
