Little Trouble buttining up my H/C motor swap p1351

Alright, when I first got the car done, It wouldn't run very long, was running extreamly rich, just tons of problems. I replaced the crankshaft positioning sensor, and the engine sensor fuse and the car started up and idled fine, and I drove the car around like that for a while and it was decent, but I never got on it, just moving it around the shop and around the block a few times.
Since taking the car out on the road I've noticed its not running right. When I jump on it, or even roll into the throttle, after about 3k rpm's it misfires and runs horrible. I scaned the codes and still have a Crank sensor code, and I've got a p1351 code, which is the pcm detecting above a 4.6v reading in the IC circuit... Auto zone lists probable causes being a bad icm, a short, or a poor ground through the ICM...
What should my first approach be, I was just gonna try the ICM, but it was like 80 bucks there and don't wanna blindly jump into it and waste the 80 bucks.
