Is Inspection Cover Necessary on LT1?

Default Is Inspection Cover Necessary on LT1?

I have recently completed a T56 conversion on my 94 z and am having issues with the starter to flywheel orientation. Of course I did not receive an inspection cover in the conversion "kit" that I purchased and was wondering if that may play a role in the starters position. When I simply bolted up the starter it seemed as though the gears were engaging way too tight and I believe the gear was staying engaged, after using two washers to shim it it is turning over much easier however still making a high pitch squeal, prolly still staying egaged.
