How much HP can a slipping clutch rob? Say it has 60-75% of its original holding power.

i ran 13.1 with stock clutch not grabbing good a high rpm shifts. with new clutch and a throttle body i ran 12.9 and mph'ed better.

It all depends on the condition of the clutch. If it's marginal, it may not slip until you're putting more than 280-290ft/lbs of torque through it. If it's in pretty rough shape, you may not be able to put much more than 250ft/lbs of torque through it.

Due to the nature of how clutches work, you'll actually be pushing less torque through it once it starts slipping (sliding friction is less than static friction) That's why a slipping clutch is followed by a noticable decrease in acceleration. Also, the more you slip an already slipping clutch, the worse it's going to get. it's one of those self-propagating problems. Slippage == wear.

to give you a direct answer... up to 100%
a slipping clutch can drain hp and tq as much as it is slipping in perportion to the slip....(did that make sence?)
lets put it this way. if you have noticed it already then you are losing more then 10 hp(thats the change it takes to feel it in the seat of the pants)
