Default how can I check the fluid level of my manual transmission

I keep seeing people say their manual transmission is low on fluid, how can I check the level. I was under the impression that on manuals, you couldnt check it?

Pull the fill plug on the side of the case and stick your finger in it. If you can touch oil without bending your finger, its fine. If you cannot feel the oil or you have to bend your finger to touch it, you need to add some fluid to the unit.

It's full when fluid starts coming out of the fill hole, so like thesource said, if you can't feel fluid then it needs some.
