Default T56 Rebuild Question part 2

Hello all, I am about to start the end play/preload tolerance but I noticed something that I wanted to get some advice on before I proceed further. On the main shaft none of the synchro assemblies are engaged to the gears, so in theory it is in neutral (gears should spin freely). When I try to spin 1st gear or 2nd gear it budges a little but i cant spin it completely by hand. Since it has new friction cones I want to believe it is because of the friction cones being brand new. I believe I set all the parts on the main shaft properly because all of the parts so far lined up and the snap rings sit snug against the thrust washer and seated in the snap ring grove. My question to all of you is what I am experiencing normal? Thanks a lot in advance.

Did you soak/coat the friction rings in ATF ? Lubricate the needle bearings under the gears?

It can be normal, or it cold be a sign of limited lube.
