Actually its called a reverse inhibitor because it does not truely lock you out of reverse. It is the same device that is on all T56's . It is speed controlled and adds a high load to the revese gate above a control speed set by the ECM. Unpowered the load is present so the control signal ( releasing the load) is sent at low to 0 speed.BTW the load is present with the key off as well.
I know on the LS1's the "lockout" is just a solenoid that is springloaded to block it going into reverse. Only with the key on and the car under 3 MPH does the solenoid activate to allow reverse to be engaged.
