2000 z28 wont go into gear

2000 z28 wont go into gear Just as the title says. My buddy had a new clutch installed a few weeks ago and I dont think they replaced the slave. Anyway, when the car is running it wont go into any gear. When the car is off it will go into gear. Is this a slave cylinder problem.
