Default Clutch Issue- What causes Pedal to get HARD at high RPM?

This is different than most peoples issues..

I have a new master and slave, and a stock ls6 clutch on a Cam only corvette(c5) makeing 410 RWHP.

Im having issues with the clutch pedal getting as Hard as ROCK under high rpms after 2 gears, usually if you start off in first and go WOT, by the time you need to shift to 4th, the pedal will get rock hard.. You will have to wait then put it into 4th...

What could be causing this?
