Moving in - South Illinois
This forum seems to have a lot of knowledgeable people on it so I figured I'd ask what I'm in for moving my cars with me. I have two currently - 94 Camaro and a 96 Camaro (wife's car). I also have a 2019 Chevrolet Equinox but that's a lease so I gotta talk to the leasing co about that, they'll probably help me get squared away.
The 96 runs, might be out of registration (yea not the best at keeping up with a car that needs repairs), but it's been registered on the roads. On the 94, it's currently on PNO status with California. That way I can meddle with it as I please and so long as I don't drive it on any public roads they don't care about taking taxes from me for a car I'm working on.
Questions I need answers to:
1. How would the PNO status translate over when I move it there (does Illinois have Planned Non-Operation) ?
2. Am I going to have to pay taxes on the value of the vehicles? (considering I already own them outright, seems a little silly to pay taxes on them)
3. Would I be better off making sure the registration is up to date on my vehicles before moving them?
4. What's the deal with Illinois emissions laws? I cant seem to find a straight answer anywhere...
5. The 94 is a project car. Needs a transplant (which I'm working on). What's the deal with what you can do in Illinois with regards to engine swaps / modifications / etc -- I ask because California sucks. You can't change an air filter here without an exemption number anymore (seriously I mean it).
I'll probably think up more things to ask later, figured I could start there. Thanks to anyone that can provide decent info. I've already noticed some of the shop recommendations for people nearby St. Louis (I'll be around 30-45 mins away in the South).

Taxs/fees will depend, in part, on the registration status of the vehicles you bring into the state. If the cars are already titled and registered (I think it has to be at least 3 months prior) then you shouldn't have to pay any sales tax. I don't know if it matters whether or not the registration from the previous state is expired, you'd have to look into that further.
We don't have any emissions testing on 1995 and older vehicles anywhere here in IL, but that's provided that such vehicles were already in compliance when the law changed (I think it was 2007?) to make them exempt. I don't know how this would work for initial registration on your '94 since it's from out of state and wasn't previously in compliance here in IL. But a '94 is now over 25 years old, so you could always apply for AV (Antique Vehicle) or EA (Expanded Antique) plates which would automatically exempt you from any sort of testing. AV plates are MUCH cheaper, but have several more restrictions on usage that EA plates - however, in my experience, the AV rules are not strictly enforced in my area of IL.
Whether or not you have to take any emissions tests at all (regardless of plate type or model year) will depend on your specific ZIP code. As mentioned above, IL does have testing in several areas around Chicago and St. Louis, other areas of the state have no testing at all.

If it clears anything up -- zip code where I will have the vehicles is 62801 (Centralia, Il).
My car was registered in 2007 - and I can prove it was, cert to California Emissions standards (which I think are tougher than IL law, but I could be wrong..they do a lot of strict **** over here) -- that was the reason for the question of, if i get it registered first would that keep me from having to do it in the future.
I'll dig into those links more, but the info about the AV / EA plates is interesting. Have to look into that too.
