They do the 96 up lanes to speed it up.That way the newr cars dont have to wait for each car to be dyno'd just for a plug in. The Dyno lanes w/ still do an OBD test to a 96 & up.
The system is atuomated, you license plate is entered, the VIN double checked & their system tells them what test to do. Their system is the same in each station.
