Default OIF benefits, Hazlewood Act, Texas college

Hey, I was wondering if you are still eligable for the Hazlewood Act, if you havent used your gi bill. I have read that if you are a vet. and go to college at a state college in Texas you can go for free and pocket your G.I. Bill, is this true? Also I am wondering if anyone has used the Veterans Housing Assistance Program in Texas.

If anyone has info on this stuff please share.
Thanks

Note: My home of record is in Texas.
