^^^ Correct. Hennessey gets to have some fun and show off the V. The toll road people get some nice pub.

Yeah, they were allowed by the DPS to see if their speed cameras could read the license plates properly + good publication for the newly opened toll road.
and to answer the question the cameras still get a nice shot of your LP even when you're doing 188mph (which is how fast the CTS-v was going when this shot was taken)
