It pretty simple.
1. Open Image in Photoshop
2. Select all, copy, paste to new layer.
3. Resize width of new layer to desired size.
4. Then I use the clone tool and work the original size wheels and wheel well on the newly resized pic.
5. You can do other things like I redid my gas cap lid to make look "normal"
