It's obviously low buck. Man, think what the creator could so if he had a financial backer. With all the mods done properly and cleanly, it could be a SEMA showcar.
I've seen a lot of wild sound off cars since I started going to competitions back in the mid 90's and I've seen quite a few dash mounted subwoofers, but this one takes the cake. The couple of cars I saw that did have subs in that location had to be converted to steer-by-wire and typically used a joystick, but they were purely show cars and not practical to be steered at higher speeds. It was mainly just there to drive them into and out of their trailers.
The only thing I can think of is the drivers side woofer cone is a dummy in order for the steering column to be directly behind it. Hmmmm.

I tried to find a picture, but no luck. If anyone here remembers the movie Corvette Summer with Mark Hamill, you'll recall that car was right hand drive. To do that, they moved the steering column to the right and then attached it to the steering shaft on the left with a chain drive system. It was pretty crude, but worked.
Nowfor the green car, what I'm thinking is they could have used a hubless bearing, similar to the motorcycle below, and mount a big ring gear on it. Then you shorten the steering column and move it to the side and mount a cog where the wheel would go. Then you link the 2 together with a chain. Then mount your custom steering wheel to the hub and big gear. That could work.

I also know of a product designed for street rods that can move the steering column higher to give you more leg room, but it's a simple 1:1 ratio box that mounts along the firewall. I can't think of how it could be used in this application.
