Default Can you make a regular picture a hi res picture?

The printing class I'm taking is allowing us to print two posters of our choice, and I want to print out one I have of my car. So can you make a picture that was already taken a hi resolution one, or does it have to do with the camera you use?

You can fake it, but you can't make it higher res without actually have taken it with a high res camera. Send me the pic and I can see what I can do.
