thats not the cops job, hes suppose to secure the scene until fire EMS arrives, once the scene is secure and established and backup arrives he can provide ems if the fire dept hasnt arrived.
he did his job and the right thing.

The dude was probably trying to get up because the pavement was HOT. I saw a wreck like that once and the people trying to help the guy kept holding him down til the ambulance got there and the paramedic stuck his hand to the pavement and said no wonder he was trying to get up the pavement was hot as hell, and they held him down on it for about 10 minutes.
