Sorry to burst you guys bubble, but you are all wrong. I posted on a local VA forum, and found out more info.
I was right.
He lives in my neighborhood. Hes a white male, and ows hit own painting business. Some of you may recognize his work at the ocean front, he does alot of the murals on the side of buildings. His company is T.A.L.E.N.T . This car popped out of know where, one day he just had it so i think he may have bought it from someone
