Just so you know, I paid 20k from a dealership a few months ago for my 01 Arctic white SS, with all the factory SLP options.....I wouldnt have had a single problem giving you 16-17k for that car as how it sits.

Check the rear wheel. That car has something going on, possibly a crooked differential or something. The opening in front of the rear wheel is too big when compared with the rear opening. Like if the differential is off center or something.

the only thing it has going for it is the low mileage nobody should pay 17k+ for that knowing he built it for racing its not like you dont know he drove the **** out of it, maybe if it were stock with those wheels it would be worth more but i think once you mod it like that value decreases he should return to stock then sell it just my .02

I would pay 16-17k for that car, very low miles and what looks to be pretty well taken care of. The mods are a plus to me also. People say mod's don't make a difference when you sell a car but it does to a lot.
