I'd be very carefully about assuming that most don't use Dynamic IP assignments... it is likely most do use DHCP services. He or anyone else can also get a new IP address from his ISP or release the DHCP assigned one and wait a while before coming back in and get a new or different IP address.
Or he can just change ISP's.

Perhaps a limit on how many posts a day a new user can make till he's been a member for 6 months....while that is certainly not going to stop a crook, it will probably discourage a few and they might go elsewhere. It would take alot longer to put up a sizable post count although I realize that people could check the date that any particular screen name was created (which in this example would look ridiculous at 50 posts and a single day of activity!).
Still....I bet you anything that scammers try and get their post count fattened up to make people feel more at ease....this particular situation as an example certainly drives that home.
IMO, there is no real way of eliminating the problem of scammers and dishonest people, only ways to discourage it and make it more difficult for them to screw the next unsuspecting victim and as other mentioned make any transaction (even with honest folks) more of a stressful situation because most people have seen or read about the horror stories...
