Refund Dispute Involving Y2K_TA In Resolution

I purchased a set of BMR LCA brackets from Scott on 1/24/08 with a payment of $75 sent thru Paypal. My first pm was sent 2/6/08 asking if the brackets had been shipped. I resent another message inquiring about the status of them on 02/07/08 and received a reply on 02/08/08 stating they were on their way and apologizing for the delay. No problem I wasn't in any immediate rush.
Nothing showed up so on 02/21/08 I sent another message asking for either proof of them being shipped or a refund. On 2/26/08 I received a message indicating a refund was sent and to check my paypal account. I looked at my paypal account and saw the item pending I think it said. A few days later I don't see the credit in my account so I log back on to paypal and notice the status of the refund has now changed to "Removed". I called paypal's customer service and was told the funds were either not available to refund in the funding account or that transaction was cancelled or denied by sending party.
I sent another pm to Scott on 2/28/08 indicating the status of the refund and what paypal had told me and he replied stating he was not sure what I was talking about and that he didn't want to refund me twice. I clearly explained in my pm what paypal advised me of and I don't believe he checked with them or his bank to make certain that the funds were debited from his account. I sent him a reply on 2/29/08 and another on 3/02/08 and have not received any replies since.
The amount is not big, however the fact of the matter is I paid for the product promptly and waited plenty of time for shipping even extra because I know things come up. At this time I just want a prompt refund and we can go on about our business.

I"m not trying to rip anyone off. I'm not try to avoid anyone either. If you were keeping tabs on when I logged in, you would have noticed that I have not been on for several days. If fact, last night was the first time I'd been on since Saturday. Last night I also contacted you regarding issues with my PayPal account, and the fact that I knew I'd sent the refund. Yes, I admit that I did wait too long to send the LCA's, but there are a couple of reasons that hampered everything. I had been unemployed for four months up until the middle of last week, and was denied unemployment by the state. My new job started me out on the midnight shift, so my sleep schedule has been totally screwed up. Therefore, I wasn't even able to get online at all for nearly a week. Now that I'm soon to be receiving a paycheck again, I promise you that a refund will be on it's way as soon as I am paid. Last night I also offered to go ahead and send the LCA's, and you agreed as long as I did it asap. That is not a problem for me at all at this time.
For whatever it's worth, I was really sick during and after the sale. I have never ever been that sick in my entire 33 years of existence. If I'd had insurance or any money to pay a doctor, I should have gone. If the $75.00 you sent me would have covered a doctor's visit and whatever medications they'd have put me on, I certainly would have done so.
If you can wait for me to receive my first paycheck, I can send you a money order for $75.00. I can also still send you the LCA's if you'd prefer not to wait. They're boxed up, and can be shipped out today.

Scott I don't have any problems with you and hoped you were not trying to rip me off. So with you posting this message and your pm I received yesterday I'm ok with waiting. I really don't need the LCA relocation brackets anymore but if it makes thing easier on you than refunding the $75 I will accept the brackets. You decide which you want do. I just wanted you to believe me when I told you I had not received your refund. I didn't want you to feel that I was trying to scam you for another $75.
