Default Electrical issue?

My buddy has a 98 z28.

He continues to have a problem with it starting. When attempting to start it just cranks over and never fires. He found that he is not getting spark. Fuel pressure is good. If he leaves the key in the on position for 5 minutes or less it will start and run great.

Does anyone have any ideas?

It happens with either key, and there is no security lamp or DTC's so I am doubtful it is a VATS issue. Any help would be appreciated...

Could be.. Seems odd that it'll start after sitting with the key in the on position for a few minutes though. Shouldn't have any effect on plugs and wire I wouldn't think...
