Seatbelt not locking up, how 2 fix it?

Seatbelt not locking up, how 2 fix it? Hi,
So, I unbolted it and it will lock up when pulling hard on the belt, put it back into the fixing postion and it doesn't lock up again, WTF?
Anyone else had this problem and been able to fix it? If not I'll just get a new one, I guess it is 8 years old, and has nearly 60 k of use.
I guess it might be because the teeth and stoppers have a bit of wear on them?
