The question is how to get better throttle response. I have a 98 Z28 6sp. I have only put on a slp lid and the previous owner put in 2.73. I think that is most of my problem is the high hears for a manual, but is there anything else I can do. Or is my best bet to just get 3.73 and that will fix the whole problem?

WOW....2.73s in a manual....damn talk about undergeared!!!
that gear change will make a HUGE diffference.
but any of the basic bolt on upgrades (intake, exhaust, tune) will make for better response as well

Are you sure 2.73's? Only good thing with those is you should be getting 30+ mpg on the highway and there rear should be no quite are fragile. 3.73's would be good even though 4.10's are the best but then you highway mpg will go down and you almost guaranteed to have them grenade in a short time of hard driving.

i guess the previous owner grenaded the stock rear and threw in the first one he could find haha.
turbo lag!
some cheap things that help:
-plugs
-ported throttle body
-clean MAF
-mopar combustion chamber cleaner (or seafoam)
