If you are only looking for 400-450hp, a cam, or H/C setup is definitely the best route to go.
If you have big plans for the car, then a turbo/supercharger are going to be the route to go. There is a wall an NA car hits, where anything beyond that point gets expensive (ie big stroker). A turbo or supercharged car will be the cheapest route to go at that point.
