Default child seat top tether attachment kit

There were previous posts regarding child seat top tether attachment kit. I called a dealership and they want to charge me $72 for the child seat top tether attachment kit??!! i read here it's FREE? The parts guy told me it's a bulletin, so unless I have a recall notice I have to pay. If so, can I get a kit at an auto parts store, or try to get one out of a 2000 or later F-body? Any help is appreciated.

It would be useful, my sons car seat tends to slide around when we go for a ride. + its a pain in the *** to put a car seat in these things. lol
I didn't buy it for hauling children though.
