How bad of a situation am I in??

For three and a half years it sat in my fathers warehouse... the last 4-5 months I have had it in the parking lot of my apartment complex.. i do have a honda accord i purchased when my fbody died on me.. it was get a car payment or somehow come up with a bunch of cash i didnt have, to fix the fbody..
you cant have it towed back to his warehouse?

Change the oil before you try and crank it. Put in a new battery. Disconnect the fuel line under driver side rear floorboard, turn the key to run position, and the fuel pump will drain the tank.... make sure the gas goes into a container. Also if it leaked alot of trans fluid top that off before you crank it up, otherwise you can burn up the trans letting the engine run without trans fluid. You should be just fine otherwise.

worse comes worse couldnt you just put it into storage till your ready to deal with it and fix it? and i mean i know this isnt exactly legal but couldnt you find friend/family member that has a car that is being stored or not driven and swap the plates until you can solve the problem?

Since when does any city have the right to tow and/or assume posession a vehicle if it doesn't have tags??? Is this parked in a public parking lot? Is this common throughout the US or just Texas?

You own it, it is your property, you should be able to do what you want with it. That is as long as it isn't on public roads or property. I assume the apartment complex you live at allots you so many spaces to park your car. I dont see how they can honestly get away with this. It is sitting on property you rent and doesn't move from there, so why would the car have to be tagged?
